Tor isn't explicitly blocked, per say.
But any IP/Range that is banned is due to having been used for spam and/or raiding. So spammers and raiders probably used up all the exit nodes.

Do you know what the relevant ranges are off hand?

if you'd like users to be able to paste images from their clipboard as a shortcut to posting images, enable the additional js file file-selector.js in the instance-config.php file
